Yet another 'peace deal' in Ogaden

On the night of September 21, 2010, less than a week after hundreds of Ogaden National Liberation Front (ONLF) armed fighters trained by Eritrea trespassed through Somaliland and entered into the Somali Region of Ethiopia (Ogaden), Senior Ethiopian regime officials were in Bole International Airport (Addis Ababa) to receive an “ONLF” delegation led by Salahadin Ma’ow Sh. Abdirahman. In the coming few days, most likely in the first week of October, the “ONLF” faction that chose peace with Ethiopia will hold conferences inside the Ogaden region. The plan is to organize one such conference in Gari’goan, a place of symbolic value for the ONLF, as it is where its first conference was held after the fall of the Derg regime. This will be followed by a large meeting with the ‘people’ in Kebri-Dahar to brief on the outcomes of the Gari’goan conference.
In June 2010, The Ethiopian regime also signed a peace deal with the United Western Somali Liberation Front (UWSLF), a defunct Islamist front with no armed presence in the region. The group’s leader Sheekh Ibrahim is now in the capital of the Somali regional State – Jigjiga, but there has been no change for the better in the security situation of the region since his group signed the peace deal. In fact, it got worse with clashes between the Government forces and the ONLF rebels becoming more frequent and more intense. In the month of September alone, the Ethiopian regime claimed to have killed over 120 rebel fighters, while the ONLF on its part issued a series of military communiqués in which it claimed to have killed several hundreds of Ethiopian National Defense Forces (ENDF).Read More

SOMALIA: Somaliland and Puntland to cooperate on security

HARGEISA, 28 September 2010 (IRIN) - Somaliland and Puntland, once-warring territories in northern Somalia, have unprecedentedly agreed in principle to work together to tackle common security threats.

Troops from both entities have clashed over disputed borderlands in the past. They also differ over the issue of sovereignty: Somaliland unilaterally declared independence in 1991, and Puntland, while asserting a degree of autonomy, recognizes Mogadishu as its own, and Somaliland’s, capital.

"You can't choose your neighbours, whether it is a region or state; for this reason, from now on, we are going to work with the Puntland state of Somalia, in terms of security of the [Horn of Africa] region,” Somaliland’s Interior Minister, Mohamed Abdi Gabose, said on 26 September in the Somaliland capital, Hargeisa. Ethiopia's Meles urges speedy replacement of Somalia PM

ADDIS ABABA, Ethiopia — Ethiopian Prime Minister Meles Zenawi on Wednesday called for the quick appointment of the Somalia premier after Omar Abdirashid Sharmarke resigned from his post earlier this month.
The Ethiopian leader met Somalia President Sharif Sheikh Ahmed here on Wednesday after Sharif recently named a caretaker prime minister to stand in before elections.
"Meles stressed the need to hold the election soon," the state-run Ethiopian News Agency (ENA) said, adding that he "pointed out that the election... would help stop the unsolicited pressure being exerted by the Shebab," referring to the extremist Islamist movement.
Sharif and Sharmarke had been at odds over a new constitution to replace the interim charter that expires in 2011. The president wanted a referendum on the issue, but the premier argued it was not possible due to lack of security.Read More

UN-backed group urges boost to Somalia peacekeeping

MADRID — A UN-backed group on Somalia on Tuesday called on the international community to provide more money and equipment to an African Union peacekeeping force in the war-torn country.
European and other nations should increase troop allowances "to UN standards" for the force, known as AMISOM, the International Contact Group for Somalia said in a statement at the end of a two-day meeting in Madrid.
It also called on Somalia's transitional government to integrate the country's soldiers "into an effective chain of command with the assistance of the international community".
The conference was attended by officials from 45 nations and international organisations, including Somalia's President Sharif Sheikh Ahmed.Read More

President Sharif Ahmed at the UN: Time to leave

I was taken aback after I watched President Sharif Ahmed’s speech at the 65th Session of the General Assembly of the United Nations (New York, 23-25 and 27-30 September 2010). The president shouldn’t have accepted the invitation to address such an important audience who have no time to entertain a failed president that cannot hold his government together – a nominal government that lives in the barracks of AMISOM. It was an embarrassment for the president to have participated Turkey’s Somalia fund raising campaign in last April, leaving behind a government without prime minster and certainly to address the general session today again leaving behind a government in taters is absolute madness. The president’s speech was a carbon copy of his previous speeches in which he usually blames the opposition Islamists for everything that went wrong but rarely talks about any substantive development that his government has achieved since its inauguration in February last year.
The international community who have their ears on the ground are bitterly disappointed with the poor performance of president Ahmed who wasted his government’s limited time, mandate expires August 2011, in senseless political infighting at a time the Islamists are breaking the morale of the TFG protection contingent of AMISOM. Due to his lack of relevant experience in general and public administration in particular, he spend a lengthy time on how his government ministries are planning to deliver services, capacity building, global warming and etc when in reality not a single ministry has an office let alone staff – he made himself the laughing stock of the day. US to seek stronger ties with Somaliland and Puntland

The US wants to strengthen its ties with Somalia's breakaway regions Somaliland and Puntland, the Obama administration's top diplomat for Africa has said.
The new, "aggressive" engagement could help to head off the Islamist insurgents, Johnnie Carson said.

Somali Sufi Group Backs Out of Government Power-Sharing Deal

A leader of Somalia's moderate Islamist Ahlu-Sunna Wal-Jama'a group says members of al-Shabab are holding top positions in the U.N.-backed Transitional Federal Government. The accusation follows the Sufi group's withdrawal from a power-sharing deal it signed with the government six months ago.

The chairman of Ahlu-Sunna Wal-Jama'a's Shura Council, Sheik Omar Sheik Abdul Karidir, says his group has documents that show some leaders of the Transitional Federal Government are also members of al-Shabab, an al-Qaida-linked extremist group fighting to topple the government.

Who Attacked al-Shabab? The Rebel Leader Speaks

Who attacked Somalia's al-Shabab on Sunday? At about 12:30 p.m., a mysterious helicopter opened fire on a meeting of top leaders of the increasingly ambitious al-Shabab rebels, which the U.S. has designated as a terrorist group. The group's leader, Sheik Muktar Abdirahman Godane, told TIME in an interview on Monday that he was present at the meeting in the Somali town of Merca and watched as the helicopter, which he said was either gray or olive green, approached from the sea, circled and fired on the house where the meeting was under way. None of the foreign military powers with ships off the Somali coast have taken credit for the strike. "The helicopter was there for about 20 minutes in the air of Merca, and then it left," Godane told TIME. "We are now investigating the ammunition that it fired."Read More

UN MINI-SUMMIT ON SOMALIA ENDS WITH CALL FOR GREATER INTERNAL UNITY AND MORE AID

A mini-summit on Somalia at United Nations Headquarters today called on the Transitional Federal Government (TFG) to end its differences and deliver basic services, and the international community to do much more to support efforts to bring peace to the faction-torn country.

Somali President Sheikh Sharif Ahmed and African Union Commission Chairman Jean Ping attended the gathering on the impoverished Horn of Africa country, which has not had a functioning central government since 1991 and has been torn apart by decades of conflict and factional strife, more recently with al-Shabaab Islamic militants.

A communiqué issued at the end the meeting in New York stressed the lack of sustainable funding for the TFG security forces and the African Union Mission in Somalia (AMISOM). Read More

Somalia chief says Al-Qaeda seeks growing African base

UNITED NATIONS — The head of Somalia's weakened transitional government on Saturday accused Islamist insurgents of seeking to turn the war-stricken country into a base for Al-Qaeda to bring terror to the whole of the Horn of Africa.
Sharif Sheikh Ahmed, whose western-backed administration only retains a shaky control of Mogadishu with African Union peacekeepers, appealed for greater international support including more troops to fight Islamists.

Heavy Fighting Reported in Somalia Capital

MOGADISHU, Somalia — At least 22 people were killed and more than 60 were wounded Thursday in intense clashes that erupted between Islamist insurgent groups and Somali government forces supported by African Union soldiers, witnesses and health officials said.

The fighting appeared to be the heaviest in Mogadishu, the capital of this war-weary country, since an attack by the Shabab, one of the Islamist groups, shook the city during Ramadan, the Muslim holiday that ended a few weeks ago.
In the early hours of Thursday morning, witnesses reported face-to-face fighting between insurgents and the government forces helped by African Union soldiers in two Mogadishu neighborhoods, Howlwadaag and Hodan. The witnesses said both sides were using small arms and artillery shells. Read More

Foreign Minister Moses Wetang'ula is pushing hard at the United Nations this week for an end to the US policy of “benign neglect” towards Somalia.
There are signs that Kenya's diplomatic campaign for greater US involvement is having a strong impact on influential figures outside government and a limited impact on officials in the Obama administration.
Susan Rice, the US ambassador to the United Nations, said on Wednesday that Mr Wetang'ula “has made a very powerful plea” for the international community to recognise the gravity of the threat posed to Kenya by lawlessness in Somalia. “We're very close to Kenya,” Ambassador Rice noted.
Asked in an interview with National Pubic Radio about Mr Wetang'ula's call for UN “peace enforcers,” rather than peacekeepers, to be deployed in Somalia, Ms Rice said she had spoken with the foreign minister in New York this week.Read More

Somalia in further turmoil after prime minister quits


Omar Abdirashid Sharmarke has spent much of the last six months locked in a power struggle with President Sheikh Sharif. The Somalia government's Western supporters say their wrangles have stalled efforts to beat back the resurgence of al-Shabaab, an extremist group which has begun to export its jihad outside Somalia. A British man arrested in Amsterdam on his way to East Africa this week is being investigated for links to the Islamist group.
"The fact he's gone certainly clears the way for the president to concentrate more on al-Shabaab, rather than problems in his own administration," said a Western diplomat dealing with Somalia from Nairobi, capital of neighbouring Kenya. "While he and Sharmarke have been bickering, al-Shabaab has dangerously grown in ambition." Read More

When Somalia's President Sheikh Sharif Ahmed took office in January 2009, hopes were high that here, finally, was the man who might stand a chance of pulling his country from the ruin it had fallen into after 20 years of near-perpetual war.
A former member of Somalia's main Islamic political group, Sharif supposedly had good enough contacts to start reconciling with armed Islamic hardliners. He was also hailed as a man of integrity who could rise above the corruption, petty squabbles and clan politics that had turned Somalia's Transitional Federal Government (TFG) — which he would now lead — into a laughingstock. Somalia’s Prime Minister Resigns, Citing Political Tensions

Politicians who support President Sheik Sharif Sheik Ahmed said that Mr. Sharmarke’s departure would end the internal divisions that have plagued the Transitional Federal Government and slowed government business to a crawl.
The president, who said he welcomed Mr. Sharmarke’s decision to step down, appointed the deputy prime minister Abdi Wahid Goonjeeh as an interim prime minister. He said he would nominate a new prime minister soon, although it was not clear who might be candidates for the post.
Thousands of African Union peacekeeping troops have been sent to support the interim government, but hard-line Islamic militants now control much of Mogadishu, the capital, and large parts of the southern and central regions. Read More

Feuds 'crippled' Somali government: UN envoy

NAIROBI — The UN special envoy for Somalia said Wednesday that simmering fueds had "crippled" the country's government and appealed for unity a day after Prime Minister Omar Abdirashid Sharmarke quit.
Sharmarke stepped down Tuesday following a protracted wrangle with President Sharif Sheikh Ahmed which prompted the UN envoy, representatives from the African Union and a sub-regional bloc to call for consensus.
The diplomat, Augustine Mahiga, said Sharmake's exit "is yet another manifestation of the serious disputes" which has rattled the Horn of Africa country's transitional institutions.
"The international community and the Somali people are looking to their leaders for unity, not recurrent political crises and there should be no excuses for stalling the peace process in Somalia.Read More

Somali Prime Minister Omar Abdirashid Sharmarke announced his resignation on Tuesday after a weeks-long dispute with President Sharif Sheikh Ahmed.
The long-brewing feud between the two principals resulted in Sharmarke's exit before a fully-fledged political crisis could blow up but left the embattled government in limbo as it struggled to fend off a fierce insurgency.
"I resigned as the prime minister of the transitional federal government of Somalia after being unable to work with the president," Sharmarke told lawmakers in Mogadishu.
"I did it for the interest of the nation at this critical moment," he said, referring to the daily fighting pitting Al Qaeda-inspired insurgents against government troops backed by an African force.

Ethiopia’s Hegemony on Somalis: the case in Somaliland

Following the recent incursion of over 300 of allegedly ONLF men armed with RPGs and other light weaponry into “western Somaliland” from the long coastal line Somalia shares with Yemen among other countries, it is obvious to everyone that Ethiopian security forces can enter into any Somali territory at will and terrorize the local population whether that territory is on the notebook of Zenawi’s friendly countries or not.  As far as Ethiopia is concerned the fight against “terrorism” will have the overriding priority over anything else.
Now, instead of defending its sovereignty and its people from Ethiopia’s marauding army, Somaliland officials have started blaming each other on who is going to bear the ultimate responsibility of this fiasco, and the finger of blame had already pointed at Awdal and Salal communities for abetting and aiding the ONLF fighters. Everybody knows Somaliland has neither the military might nor the political will to confront Ethiopia, but at least you would expect some to voice their anger and frustration at the lack of respect of the Ethiopian government towards them. Ethiopia’s killing and harassment of Somalis along the bogus borderline that divides between the two countries is not new. They used to kill Somalis at random like they did before in Dannood in the early sixties, Aisha’a in mid sixties and elsewhere. What is new today is the fact that there is no resistance on the Somali side, be it Huddur, Beled Weyne, Tog Wajaalle or Hariirad. Read More

Report: Poor countries face education crisis

NAIROBI, Kenya — Nearly 70 million children around the world are not getting an education despite much progress in the last 10 years, and Haiti and Somalia are the two worst countries in which to be a school-age child, a new report released Monday said.
The global financial crisis has forced poor countries to cut their education budgets by $4.6 billion a year at a time when intensified efforts are needed to achieve the U.N. Millennium Development Goal of ensuring a primary school education for every child in the world by 2015, it said.
The report listed 10 countries at the bottom of the education list, all but Haiti are in Africa. In addition to Somalia, the others are Eritrea, Comoros, Ethiopia, Chad, Burkina Faso, Central African Republic, Mozambique, Zimbabwe and Liberia.
It based the rankings on access to basic education, teacher-student ratio and educational provisions for girls.

Puntland leader urges TFG leaders to 'quit dispute, work for Somalia'

The president of Somalia's stable region of Puntland has called on the leaders of the UN-backed Transitional Federal Government (TFG) to stop their dispute with each other, Radio Garowe reports.

Dr. Abdirahman Mohamed Farole, Puntland's leader, told the BBC Somali Service during a Sunday interview that "Puntland is neutral and the best party" to help resolve the political rift between TFG President Sheikh Sharif Ahmed and the Prime Minister, Mr. Omar Abdirashid Ali Sharmake.

"This dispute is bad for Somalia and we are saddened by it. Somalia does not need any more political infighting especially when there is a UN meeting in New York on September 24th that will focus on Somalia," said President Farole, who is currently in the Ethiopian capital Addis Ababa.
The president stated that he personally spoke with President Sharif and Prime Minister Sharmake and urged both men to restrain themselves and to stop the dispute, adding: "However, it seems to me that the President [Sharif] is not ready to find a solution and I could tell this from his words."Read More

Uganda gets EU funding for Somalia

HE defence ministry has received sh112b from the African Union (EU) to clear salary arrears of Uganda’s troops participating in the peacekeeping mission in Somalia.

The state minister for defence, Maj. Gen. Jeje Odongo, told MPs yesterday that the soldiers’ payments had been delayed, but they expect the funds to support the soldiers till next year, when they expect to get more money.

Odongo was appearing before the parliamentary committee on defence and internal affairs to provide financial accountability for the African Union Mission in Somalia (AMISOM) activities.
“The EU pays $750 (sh1.7m) monthly to every peace-keeper in Somalia.

"Of this, $100 (sh230,000) is given to them in Mogadishu, while the balance is deposited on their bank accounts in their home countries,” Odongo said.

AMISOM is funded by Britain, USA, Sweden and the EU. The funds are channeled through the AU.

Suicide bomber detonates inside Somalia's presidental compound

A Shabaab suicide bomber entered the presidential compound in Mogadishu today and detonated his vest.
The suicide bomber penetrated security at the main gate of the base as an African Union military patrol was entering the compound, according to the Australian Broadcasting Corporation. The African Union troops shot the suicide bomber before he could reach the second gate, and the bomber then detonated his vest. It is unclear if any other people were killed in the attack.
Today's suicide strike is the fourth inside a major security installation in Mogadishu since Aug. 23, when a Shabaab suicide assault team killed 28 people, including six members of parliament and five soldiers, in an attack on a hotel in the Somali capital of Mogadishu. The hotel is adjacent to the Presidential Palace and is frequented by members of parliament and other officials.Read More

Islamists seize Somali radio stations

Islamist insurgents in Somalia have seized control of two radio stations in the capital Mogadishu.
The stations, Horn Afrik and GBC, were raided on Saturday by militants from the groups al-Shabab and Hizbul Islam.
The groups, who are trying to topple the transitional government, have targeted media by killing journalists and banning music from the airwaves.
Other stations captured by the militants have been used to broadcast their propaganda.

The first attack was on Horn Afrik, one of the country's best known independent broadcasters.

Nigeria seeks commensurate pay for AU troops in Somalia

Nigeria has asked the United Nations to pay African Union (AU) peacekeepers in Somalia the same rate of allowances as their UN counterparts.
It also demanded that Troop Contributing Countries (TCCs) should be refunded early for their Contingency Owned Equipment (COE). Nigeria's Permanent Representative to the UN, Joy Ogwu, told a Security Council meeting on the situation in Somalia that the AU Mission in Somalia (AMISON) was in dire need of support commensurate with its operational mandates. "Given AMISOM's commendable role, concerted efforts should be made to provide support that is commensurate with the operational mandates. It is a recipe for failure to deploy troops without giving them the requisite support, particularly when the support is available. 

PM: Somalia to open 2nd front against insurgents

MOGADISHU, Somalia — Several thousand Somali forces trained in neighboring Ethiopia and Kenya will open a second front against Islamist insurgents by year-end in Somalia's south and central regions, the prime minister said Sunday.
The forces will try to capture key towns including the port of Kismayo, which is believed to generate a substantial amount of revenue for the insurgency, Prime Minister Omar Abdirashid Ali Sharmarke told reporters in the Somali capital of Mogadishu.
Kenya has a force of 2,000 Somali refugees stationed in northern Kenya, and Ethiopia trained a force of 1,000 fighters under a German-funded program.
"Those forces have now completed their training and we are expecting them to come back and really now open a different front," Sharmarke said. "Unless you open different fronts you're not going to end this war."
The prime minister's comments follow a month of intense fighting between Somali government forces and the insurgents, some of whom have pledged allegiance to al-Qaida.Read More

Dutch police hold British 'terror suspect' in Amsterdam

A British man is being held at Schiphol airport on suspicion of being a terrorist



A British man of Somali origin has been arrested at Amsterdam's Schiphol airport on suspicion of being a terrorist, Dutch prosecutors say.
He had arrived from Liverpool en route to Entebbe in Uganda, they said.
A police spokesman said the man had been arrested before a flight took off from the airport, one of Europe's busiest, on Sunday morning.
Two Yemenis arrested in Amsterdam on suspicion of planning a terror attack were released earlier this month.

MOGADISHU, Somalia — Somalia's president is traveling to Uganda for talks on security issues at a time of political upheaval in Mogadishu.
Somalia's Ministry of Information said Friday that President Sheik Sharif Sheik Ahmed would confer with his Ugandan counterpart on ways Kampala can help Somalia restore security so the government can deliver services.
Uganda is one of two African countries with troops in Mogadishu to protect the weak, U.N.-backed government from powerful Islamist insurgents.
The visit comes a day after a rift between Ahmed and Prime Minister Omar Abdirashid Ali Sharmarke over a new draft constitution boiled over. The prime minister faces a vote of confidence within two days that could see him lose his job.

The famous 12 island boat tour takes you around the bay of Fethiye include three to four stops; bays and islands with clear crystal water to swim and snorkel in. It allows you time to disembark and to explore the ruins found in many of Fethiye’s bays and Islands.
Once you come to Calais beach you have to go on the 12 Islands boat cruise. The boat cruise is a daily cruise and has the capacity to take to the sea a good number of holiday makers as there are a handful of companies that run the service. The many Double – Decker boats you see moored on the river that runs parallel to the Calais beach, a rare sight, are ready to take you to the tour. Their capacity is in the range of 15 to 150 people and all of them have toilets and a self –service bar. They depart the river usually between 10.00 and 11.00 every morning and come back to Calais beach about 17:00 to 18:00 in the evening.  The lunch is included in the tour price which is usually barbecue (fish, chicken and meant balls) but beware the drinks (soft and alcoholic) and snacks are not included.

The United Nations special representative to Somalia has said the situation in the country remains "dire" and "very grave" as divisions among the top leadership threaten efforts to rein in anti-government fighters.
Augustine Mahinga told the UN Security Council in New York on Thursday that the African Union mission in Somalia, or Amisom, was "very badly under-resourced, underprotected and underfunded".
"There are still gaps in financial and material support and they [troops] need more helictopters to help with troop movement and to evacuate casualties," Mahinga said.
He said AU peacekeepers "are not being paid in line with other UN peacekeeping forces and that they just don't have proper surveillance and communication systems to actively protect the civilian population".
Somalia has been gripped by violence as 6,000 AU peacekeepers from Uganda and Burundi - with a UN mandate to protect the presidential palace and the airport - struggle to restore peace and order in the capital, Mogadishu.
The city has been regularly attacked by fighters belonging to al-Shabab, a group that seeks to impose sharia (Islamic law) rule in Somalia and which the US accuses of being linked to al-Qaeda.

MOGADISHU, Somalia — Mortar rounds fired by suspected Islamist insurgents crashed into Somalia's government complex on Thursday, killing three government soldiers, wounding a member of parliament and triggering a counterattack that killed a dozen more people.
The attack happened while parliament was in session to pass a motion asking leaders of the shaky government to appear within three days for a vote of confidence.
One member of parliament was wounded in the face and five government troops were also hurt. Government and African Union troops responded by firing mortars into the main Bakara Market. At least 12 people were killed and 40 were wounded there, said Ali Muse, the head of Mogadishu's ambulance service. Among them was a little boy. He lay limply in his older brother's arms as he was rushed into a hospital.

International Backers of Somalia's TFG Show Growing Unease

nternational backers of Somalia's Transitional Federal Government are calling on government leaders to show cohesion and unity, signaling a growing unease in the international community about the stability of the fragile administration.
In a press statement, top foreign envoys to Somalia – including the U.N.'s Special Representative Augustine Mahiga, his counterpart from the African Union Boubacar Diarra, and Kipruto arap Kirwa from the regional body IGAD – described the ongoing feud between Somali President Sharif Sheik Ahmed and the Prime Minister Omar Abdirashid Ali Sharmarke as "unhelpful" and "potentially damaging" to a country ravaged by nearly two decades of war.
The envoys said those who stand to gain most from the in-fighting are extremists, led by al-Qaida-linked al-Shabab group. Draft Constitution will deepen Somalia’s crisis

While the persistent political squabbles among the leaders of the Transitional Federal Government of Somalia (TFG) are the hallmark of dysfunctional and corrupt regime,  the ongoing dispute over the Draft  Constitution deserves  attention, scrutiny and comment. The externally-driven Constitution-Making Process will deepen the Somali crisis, will perpetuate the chaos and massacre in South Central Somalia and finally will obliterate Somalia as a country.
This controversy is continuation of the political crisis that started when former Deputy Prime Minister and Minister of Finance, Sharif Hassan Sheikh Adan, successfully usurped the position of Parliamentary Speaker. Somalia’s President Sheikh Sharif Sheikh Ahmed has fired military chief General Mohamed Gelle Kahiye along with several other top military and police commanders.
The move comes after thousands of tons of heavy weaponry were stolen from Somali government stores resulting in Sharif relieving the top military officials of their jobs on Sunday.
Investigations were held after top officials were accused of stealing from the Somali government.

MOGADISHU, Sept 11 (Reuters) - Somali police said they had foiled a suicide attack by Islamist rebels on the seaport in the capital Mogadishu on Saturday, two days after a bomb attack on the city's airport.

Hundreds of protestors from across the society have today staged a massive demonstrations in Galkayo town, 740 km north of Mogadishu, expressing grief against the threat of burning the Koran (Muslim’s Holy Book) in the United States of America.
