India scraps $753m Finmeccanica helicopter deal

India has cancelled a $753m (£455m) helicopter deal with Italian defence giant Finmeccanica after allegations of corruption, officials say.
The contract was for 12 luxury helicopters to transport VIPs.
Defence officials said they scrapped the deal because an integrity pact had been breached by the firm's Anglo-Italian helicopter arm AgustaWestland.
India suspended payments in February after allegations that AgustaWestland paid bribes to win the contract.
The deal for 12 three-engine AW-101 helicopters was signed in February 2010 after the company beat off competition from US and Russian rivals.
The aircraft were for an elite squadron of the Indian Air Force which ferries around the president, the prime minister and other VIPs.
Three of the 12 British-made helicopters ordered have already been delivered to India. The remaining nine were due to be delivered by the middle of 2014 - that order has now been stopped.
Italian prosecutors suspect that kickbacks worth almost $67.6m were paid to Indian officials to secure the contract.
Giuseppe Orsi, the former chief of Finmeccanica, and Bruno Spagnolini, the former head of Agusta Westland, are being tried in Italy on fraud and corruption charges in connection with this deal - they both deny wrongdoing.
Former Indian Air Force chief SP Tyagi has also denied allegations that he or any of his relatives were paid bribes to secure the deal, after Italian investigators named him in the preliminary inquiry submitted to court.
India's Congress party has been hit by a series of damaging corruption scandals in recent years and the opposition has made regular calls for Prime Minister Manmohan Singh to resign.
For Italy, too, this represented the latest in a string of corporate scandals. The Italian government owns about 30% of the company.

A Palestinian diplomat has been killed by an explosion at his home in the Czech capital Prague.
Jamal al-Jamal, the head of the Palestinian mission, had been taken to hospital after the explosion but died of his injuries some four hours later.
Palestinian officials said the blast happened when Mr Jamal was moving a safe. Czech police say there is no evidence that it was a planned attack.
A 52-year-old woman was also taken to hospital suffering from shock.
The explosion happened at a two-storey property in the city's Suchdol district.

Palestinian mission spokesman Nabil El-Fahel told Czech public radio Mr Jamal had been in the flat with his family at the time of the explosion.
Mr Jamal had only recently moved into the property.
Palestinian officials have been quoted as saying the blast took place when Mr Jamal attempted to move a safe from an old embassy building to the new one.
"The device was in a safe and was triggered after the door of the safe was opened. The police are not ruling out that the device was a part of the safe," Czech police spokeswoman Andrea Zoulova told Reuters.
There are no visible signs of damage to the house from the street, according to a Reuters reporter at the scene.
The Palestinian foreign ministry said it would send a delegation to Prague to assist with the investigation.
The Palestinian Liberation Organisation (PLO), which is recognised by the UN and Israel as representing the Palestinian people, has diplomats based in European and other capitals, and has a mission in Prague.

The Lebanese authorities are reported to have arrested the head of a jihadist group that claimed the suicide bomb attack on Iran's embassy in November.
Defence Minister Fayez Ghosn told the AFP news agency that Majid al-Majid, the Saudi "emir" of the al-Qaeda-linked Abdullah Azzam Brigades, was being held by army intelligence in Beirut.
Hezbollah's al-Manar television also said Majid was detained "recently".
The embassy attack killed 23 people, including the Iranian cultural attache.
A Salafist cleric close to the Abdullah Azzam Brigades, Sheikh Siraj al-Din Zureiqat, had issued a claim of responsibility in its name.
He warned attacks would continue in Lebanon until Iranian and Hezbollah forces stopped fighting alongside government forces in Syria, and the Sunni group's prisoners were released in Lebanon.

Investigators later identified the two suicide bombers as a Lebanese man with ties to hardline Sunni groups and a Palestinian man with ties to the fugitive Sunni Islamist cleric, Sheikh Ahmed al-Assir.
'Break-out attempt'
Mr Ghosn did not specify when the arrest of Majid al-Majid took place, saying only: "He was wanted by the Lebanese authorities and is currently being interrogated in secret."
However, al-Manar cited Lebanese security sources as saying that two attacks on army checkpoints outside the southern city of Sidon on 15 December had been attempts to free him.
A soldier and four gunmen were killed in the ensuing clashes in the suburb of Majdelyoun, for which there was no claim of responsibility.
Majdelyoun is next to Ahmed al-Assir's stronghold of Abra, which the army captured in June after fierce clashes in which dozens of his supporters were killed.
Based in both Lebanon and the Arabian Peninsula, the Abdullah Azzam Brigades are named after a Palestinian jihadist ideologue who recruited mujahideen for the fight against the Soviets in Afghanistan in the 1980s.
The name was first used to claim a series of attacks against tourists in Egypt in 2004 and 2005, but the US government believes the group - which it has designated a terrorist entity - was not formed until 2009.

In Lebanon, the Abdullah Azzam Brigades is believed to have attracted hardline Islamist militants who had fought in the Iraqi insurgency and based itself in the Ein el-Hilweh Palestinian refugee camp, near Sidon.
The group began claiming responsibility for occasional rocket fire against northern Israel from 2009, but is not believed to have carried out any major attacks until the November's Iranian embassy bombings.
The Abdullah Azzam Brigades were led by Saleh al-Qaraawi, a Saudi veteran of the Iraqi insurgency, until June 2012. He was succeeded by Majid al-Majid, a Saudi who like Qaraawi was named on Saudi Arabia's list of 85 most-wanted terrorists in 2009.
One Lebanese media report said he left for Syria a month ago, where he allegedly pledged allegiance to the leader of the al-Nusra Front, an al-Qaeda affiliate seeking to overthrow President Bashar Assad.

Missing Luton priest Father Joseph Williams found dead

A missing priest from Luton has been found dead and slumped over the wheel of his car outside a supermarket.
Father Joseph Williams, 42, is believed to have lain undiscovered in his car at Morrisons' car park in Houghton Regis for three days from 27 December.
Bedfordshire Police said they were called to the car park on Monday. A spokesman said Father Smith had been in the car "for some time".
Father Williams is thought to have died of "natural causes".
Writing on the Diocese of Northampton website, the Bishop of Northampton, the Right Reverend Peter Doyle, said: "It is with much sadness that I write to let you know that Father Joseph Williams died suddenly while out shopping on Friday, 27th December.
"Although there has to be a post-mortem, it would seem that he died of natural causes.

"Please pray for the repose of Joe's soul, for his family and for his parish. May he rest in peace."
Ordained a Roman Catholic priest in 2000, Father Williams served in Burnham and Kettering before moving to Biggleswade in 2006.
He served as the parish priest of Our Lady of Lourdes in Milton Keynes from 2008, and he moved to St Martin de Porres in 2011.
A mass has been held in his memory at St Martin de Porres.
Bishop Doyle added: "I think it makes people feel guilty that we didn't look or that we didn't find him, but it was unavoidable and it's just one of those things.
"Our faith tells us that the Lord's taken him unto himself and we believe that he's sharing the fullness of life in heaven so we've got that hope in our hearts to help us in our sadness."
A report is being prepared for the coroner. Morrisons said they are "supporting police with their inquiries".

The US state of Colorado is making history by becoming the first to allow stores to sell cannabis.
As many as 30 stores around the state are expected to start selling the drug for recreational purposes from 1 January, dubbed Green Wednesday.
Colorado, along with Washington state, voted to legalise the use and possession of cannabis for people over the age of 21 in November 2012.
Washington is not expected to allow the sale of it until later in 2014.
Colorado and Washington are among 20 states to have approved marijuana use for medical purposes. The drug is still illegal under federal law.

Under the new law, cannabis will be sold like alcohol. Residents will be able to buy up to one ounce, while those from out of the state can purchase up to a quarter of an ounce.
Cannabis can only be smoked on private premises, with the permission of the owners.
The sale of the drug will be taxed in the same way as alcohol, and state officials have said they expected it to raise millions - the first $40m of which will be used for school construction, The Denver Post reports.
It was not clear exactly how many shops were expected to open on New Year's Day, though around 30 were listed by The Denver Post.
A total of 136 stores have been given licenses to sell marijuana. Most of the shops are based in Denver. Some communities elsewhere in Colorado have exercised their right not to have the stores.
Supporters of legalising cannabis have praised Colorado's move.
Rachel Gillette, of the Colorado branch of the National Organization for the Reform of Marijuana Laws, said the state "has found an exit strategy for the failed drug war and I hope other states will follow our lead".
But critics say it sends the wrong message to the nation's youth and fear it will lead to serious public health and social problems.
"There will still need to be a black market to serve people who are ineligible to buy on a legal market, especially kids," said Kevin Sabet of Smart Approaches to Marijuana. "It's almost the worst of both worlds."
