Pirates' trials should not depend on Somali govt - Russia's envoy in UN

Russia does not rule out a possibility of trying Somali pirates without preliminary agreement from Somali authorities, Russia’s envoy in the UN Vitaly Churkin said Tuesday.
On Tuesday, the report on legal and practical aspects of the establishment of anti-piracy courts in Somaliland and Puntland was submitted to the UN Security Council.
It is regretful that according to this report the interim federal government and the regional authorities in Somalia oppose the idea of anti pirate courts, Churkin said.
