Somali Government Denies Ethiopia Sent Troops into Somalia

Somalia's Transitional Federal Government is denying reports that Ethiopian troops have taken the town of Beledweyn from al-Shabab militants in the central Hiran region. A government spokesman says there is no Ethiopian military presence in Somalia.

Somali government spokesman Mohamed Nor Dabaashe issued a statement Tuesday refuting eyewitness reports that hundreds of Ethiopians soldiers carried out operations against al-Shabab militants around Beledweyne in recent days, and have entered the strategic town near the Ethiopian-Somali border.

Uganda awaits US funds to send troops to Somalia: army

KAMPALA (Reuters) - Uganda is waiting for U.S. funding to send up to 10,000 extra troops to the African Union peacekeeping force in Somalia, Uganda's Chief of Defence Forces General Aronda Nyakairima told the Daily Monitor on Tuesday.
"We can even call up to 10,000 but that will depend on whether the United States supports us or not," he said.
Only Uganda and Burundi have contributed troops for Somalia despite repeated requests by the EU- and U.S.-funded AU.Read More

NAIROBI, 31 August 2010 (IRIN) - The LifelineAfrica ambulance service was launched in Mogadishu [ http://www.irinnews.org/Report.aspx?ReportId=83931 ] in December 2008 by two men who realized that trauma cases often died of blood loss before reaching hospital. Almost 18 months after IRIN first spoke to the founders, we asked Ismail Mohamed how he and his colleagues were coping as fighting in the Somali capital entered its ninth day. NationLink, a telecommunications company, funds the service. The crew of three per ambulance has no set shifts. "You could end up working 24 hours with very little rest. It depends how bad the situation is. For example, this week, the longest break I've had is now [talking to IRIN on the telephone]," Mohamed said. People call a central number - 777 - and the base guides the ambulance crew to the scene. "Once we are in the general area people will come out and lead us to the house where the injured may be."

Fire guts Kisekka Market

Kampala

Police closed Kisekka Market yesterday after fire engulfed over 40 shops and destroyed property worth billions. The fire that started from the western wing of the market is said to have been caused by an electrical short circuit, according to the police.

The Kampala Metropolitan Police Commander, Mr Andrew Sorowen, said “We highly suspect that fire was started by an electrical spark because there are no restaurants at the wing of danger to suggest [fire from a] charcoal stove.”                       Kiseka market vendors trying to put out the raging fire. He said the market will remain closed until all lost property is recorded and genuine owners identified to eliminate thieves. “We have arrested about five suspects attempting to grab property from shops,” Mr Sorowen said. Kisekka Market is the second largest market in Kampala and employs about 7,000 people. Read More

On the afternoon of Aug. 24, 2010, the militant Somali group Al-Shabab launched a surprise attack on a hotel in central Mogadishu, the capital of Somalia.

Two suicide bombers blew themselves up at the Muna Hotel, a hotel in Mogadishu frequented by government and military officials and located in the zone controlled and guarded by the Uganda-led African Union peacekeeping force, AMISOM.

It was the most serious suicide bomb attack in any part of Africa since the July 11, 2010 bomb blasts in the Ugandan capital Kampala.

The nature of this attack in Mogadishu offers investigators, the media and other observers a further batch of clues into the July bomb blasts in Kampala in which 76 people are reported to have died.

At the time and long after, Al-Shabab is widely believed to have been the mastermind of the Kampala bombings. The Uganda Record was the only news media that questioned this widely-held belief.

On Aug. 11, 2010, the Chief of Military Intelligence (CMI) of the Ugandan army, Brig. James Mugira, called a press conference during which several young Ugandan men confessed to having been the hands that set off the deadly bombings in Kampala on the night of July 11, 2010.

Edrisa Issa Luyima, Haruna Hassan Luyima and Edrisa Nsubuga asked Ugandans for forgiveness and explained their motive for the attacks.

"I am very sorry for the loss of life. I was hesitant to pick on Ugandans. My target was the Americans, who I think are responsible for the suffering in the world. I am very sorry to the people, who knew me," said Issa Luyima, who was described as the mastermind of the bombings.Read More

Somalia: Mogadishu Calm after Six Days of Fighting

There is no fighting between the Al-shabab rebel militias and the transitional Federal Government forces. However, some of the Al-shabab elements are throwing grenades at some of the estates in the Hodan and Howlwadag areas
Mogadishu (Sunatimes) The situation in Somalia’s capital Mogadishu can today be described as a little calm after six consecutive days of fighting.
There is no fighting between the Al-shabab rebel militias and the transitional Federal Government forces. However, some of the Al-shabab elements are throwing grenades at some of the estates in the Hodan and Howlwadag areas.
The African Union peacekeepers have also set a new temporary base at Dabka building near the strategic road of Makah-Al-Mukaramah.
Some of the residents of Mogadishu are still fleeing their houses in the areas where the conflict between TFG forces and Al-shabab militants have been taking place.Read More

15 dead in fresh clashes in Somalia

At least 15 civilians died and 25 others were wounded in a heavy fighting in the Somali capital Mogadishu overnight, officials said Saturday. The clashes are between Islamist insurgents Al-Shabaab, and the weak Western-backed government, backed by African Union peacekeepers.  Fighting

These are some of the pertinent, although troubling questions raised by the Somali Diaspora communities in Washington, Minneapolis, San Diego and Seattle, who were baffled by the bizarre behavior of the chairman, Abdifatah Sh. Abdillahi.

It is widely believed that a hefty payoff to some corrupt EPRDF’s advisors in the region saved Abdifatah’s political collapse after the latter embezzled over 12 million Ethiopian Birr, which was budgeted for printing of books for primary schools (His deputy at that time is still in prison for crimes that Abdifatah’s name was written all over). When he was the head of Regional Education Bureau, the bulk of contracts for construction of schools were awarded to his own father's (sheikh Abdillahi, aka Sheikh Abdillahi Yare) numerous construction and trading firms, which at times made the charade of competing against one another.

Somalia: Frozen Warfare in Mogadishu [Intelligence Brief #2]

An independent source on the ground in Mogadishu confirms and expands on the intelligence on the balance of power in the city provided by the source for this writer’s “Intelligence Brief” posted on Garoweonline on August 5. Based on observations made outside the enclave in Mogadishu controlled by Somalia’s internationally-recognized Transitional Federal Government (T.F.G.), which is protected by an African Union peacekeeping mission (AMISOM), the source concludes that the revolutionary Islamist movement Harakat al-Shabaab Mujahideen (H.S.M.), which seeks to displace the T.F.G. and AMISOM, remains dominant, whereas its adversaries remain militarily ineffective.

Specifically the source reports that AMISOM forces frequently fire on the T.F.G. soldiers who accompany them and have a “complete unwillingness” to dismount from their armored personnel carriers, insuring their “fundamental failure” at a military level. The source adds that militias controlled by the faction of the Sufi Islamist movement Ahlu Sunna wal-Jama’a (A.S.W.J.) that is partially aligned with the T.F.G. against H.S.M. have only between 250 and 300 fighters, and three battlewagons on the ground.       Part Two: Evaluating Somaliland’s quality and quantity, there is no sign of progress leading her to statehood. Even though citizens are generous, patriotic, sincere, united, and activists in tying diplomacy connections (the latter attribute is exclusive to the Isaqs), it seems unachievable for them to separate from Somalia. Down tracking to the point, none of the stipulations narrated in part one has been found in Somaliland. To break it down, let me begin with the definition of her population:
    * Somaliland do not have fixed population: despite lack of any census over the last two decades, Somaliland advocators state that her population is approximately 3.4 million persons. However, they rely on no official census. As a matter of fact, there have never been a random statistics ever conducted since 1988 when the Somali national census was conducted.1 In that census, the population of the North-West Somali regions – the today’s self-styled state of Somaliland was estimated to be 2.2 Million.2 Right after that census, more or less all the population of Somaliland evacuated the country to Ethiopia, Djibouti and other countries. Hitherto, approximately half of the above stated population have not yet returned to the country. Many still remain in Dul’ad and Hashin refugee camps in Ethiopia or surrounding nomadic communities. Many others finally succeeded in reached for re-settlement in some other continents of the world (by land, sea or air). Nine years' jail for NZ's only aircraft hijacker(Somalian Women)

Refugee Asha Ali Abdille has been jailed for nine years for New Zealand’s only aircraft hijacking which terrified passengers and crew and ended a pilot’s career.
The 36-year-old, a refugee from the horrors of Somalia who never fitted into New Zealand society, will not be considered for parole until she has served six years.
She has already been in custody for two-and-a-half years since her arrest after the Air National plane landed at Christchurch Airport after the hijacking on February 8, 2008.
Crown prosecutor Pip Currie told the High Court in Christchurch: “The kidnapping of innocent air passengers and flight crew must be met with a strong response from the courts. The community expects nothing less.”
The crown had asked for a sentencing starting point of 15 years and Justice Christine French increased that by a year because of Abdille’s record of anti-social behaviour. She has 27 previous convictions and she was on bail for threatening to kill and possession of a weapon at the time of the hijacking.Read More

A mother and her six sons were caught in the crossfire and killed on Thursday, brining the death toll in Mogadishu to over 100 since fighting broke out on Monday.

Another 15 people were injured as the two sides exchanged heavy artillery and mortar fire near the Bakara market, where many businesses have decided to close shops. Read More

Architects want to make the city that hosts the African Union so much nicer

AMHARIC has no precise word for architecture, but it needs one. Ethiopia’s capital, founded by Emperor Menelik II in 1886, now has 4.6m people but that figure may well double by 2020. Dirk Hebel of Addis Ababa’s revamped architecture school says that “the first thing we do is to sit down with the students for a day and explain what [it] is”.
According to the UN, Addis has one of the higher densities of slum dwellers in the world. But their geographical pattern is unusual. Most African cities separate fairly neatly into poor and rich areas “like a sunny-side-up egg”, with slums spreading out from the rim, says Mr Hebel. But Addis is “more of a scrambled egg”. A lack of crime and a tradition whereby the rich seem to tolerate the poor living among them mean that Addis’s slums often lie in the seams between office buildings and flats in the more affluent parts of the city. You can’t help but notice them. They are less common than the pervasive blue and white Ladas, used for taxis. But they are far more striking in their old fashioned oranges, limes and beige – probably not repainted since back in the day.
And they hold a special place in the history of Ethiopia. A beetle was the very car that the former Emperor of Ethiopia, Haile Selassie, was taken away in immediately following his dethronement. On the appointed day, he was arrested at his palace and whisked away in the back of yellow vee-dub, reportedly waving regally as the car – sans motorcade – made its way towards his prison where he would die less than a year later.

Islamist gunmen have stormed a hotel close to Somalia's presidential palace and killed at least 32 people, including six MPs.
The BBC's Mohammed Olad Hassan in Mogadishu says the men were disguised as government soldiers.
They approached the Muna hotel, opened fire on a guard, then one of them blew himself up inside the building.
Sheik Ali Mohamud Rage from the al-Shabab Islamist militia said its "special forces" were behind the raid.
The hotel attack comes on the second day of heavy fighting between al-Shabab and troops of the transitional government, who are backed by the African Union (AU).Read More

Meles Zenawi is the prime enemy of Africa

One of the biggest mistake Ethiopians could make in the fight against one of the most brutish of leaders the world has ever seen is to believe that Meles is their problem and theirs only. Meles Zenawi is a problem for all peace loving people in the Horn of Africa, East Africa, parts of the Middle East and the African continent. Meles remains a major obstacle for peace, cooperation, development, partnerships, stability, culture and a host of other issues that enable regional-neighborhoods to bolster their standards of living. Meles also stands on the way of regional security; key to any development stability and cross border connection amongst nations that help-develop regional-stability and growth.
Clearly, Meles Zenawi remains the primarily problem of Ethiopia; and naturally, Ethiopians have to take leadership. However, it is imperative to put the case of Meles Zenawi in a broader African context for the fight to be effective.
Ethiopia has remained ground zero as it relates to African issues whether one likes it or not, rightly or wrongly for decades. This started during the reign of Emperor Haile Sellassie, which took a lead-role in formulating the Organization of African Union, OAU. It continued during Mengistu Hailemariam’s regime even when Ethiopia was undergoing major challenges as a nation. However, at that time, the role of the OAU was limited and it was ineffective because of the cold war. It did not play a destructive role as it has over the last decade under Meles Zenawi. Meles used the AU, a successor to OAU, in the same manner that he used Inter Governmental Authority for Development (IGAD) affecting the lives of the entire Horn of Africa region terribly. Comrades,
I am writing these lines on the evening of the 24th. The situation is critical in the extreme. In fact it is now absolutely clear that to delay the uprising would be fatal.
With all my might I urge comrades to realise that everything now hangs by a thread; that we are confronted by problems which are not to be solved by conferences or congresses (even congresses of Soviets), but exclusively by peoples, by the masses, by the struggle of the armed people.
The bourgeois onslaught of the Kornilovites and the removal of Verkhovsky show that we must not wait. We must at all costs, this very evening, this very night, arrest the government, having first disarmed the officer cadets (defeating them, if they resist), and so on.
We must not wait! We may lose everything!
The value of the immediate seizure of power will be the defence of the people (not of the congress, but of the people, the army and the peasants in the first place) from the Kornilovite government, which has driven out Verkhovsky and has hatched a second Kornilov plot.
Who must take power?
That is not important at present. Let the Revolutionary Military Committee do it, or "some other institution" which will declare that it will relinquish power only to the true representatives of the interests of the people, the interests of the army (the immediate proposal of peace), the interests of the peasants (the land to be taken immediately and private property abolished), the interests of the starving.
All districts, all regiments, all forces must be mobilised at once and must immediately send their delegations to the Revolutionary Military Committee and to the Central Committee of the Bolsheviks with the insistent demand that under no circumstances should power be left in the hands of Kerensky and Co. until the 25th—not under any circumstances; the matter must be decided without fail this very evening, or this very night.
History will not forgive revolutionaries for procrastinating when they could be victorious today (and they certainly will be victorious today), while they risk losing much tomorrow, in fact, they risk losing everything.
If we seize power today, we seize it not in opposition to the Soviets but on their behalf.
The seizure of power is the business of the uprising; its political purpose will become clear after the seizure.
It would be a disaster, or a sheer formality, to await the wavering vote of October 25. The people have the right and are in duty bound to decide such questions not by a vote, but by force; in critical moments of revolution, the people have the right and are in duty bound to give directions to their representatives, even their best representatives, and not to wait for them. African Union Joined by Ugandans in Effort to Control Mogadishu

Aug. 23 (Bloomberg) -- The 6,100-strong African Union force that is trying to reassert government control over Somalia’s capital has been joined by hundreds of Ugandan soldiers and a battalion from Burundi will soon arrive, the AU said.
Somalia’s Western-backed government, which is locked in battle with Islamic insurgent groups that include al-Shabaab and Hisbul-ul-Islam, controls only a few parts of Mogadishu, such as the presidential palace, the airport and the cargo port.
“With the new troops we are hoping we are going to expand further,” Wafula Wamunyinyi, deputy head of the AU mission in Somalia, told reporters in the Kenyan capital, Nairobi, today. Amisom, as the mission is known, aims to drive the rebels out of Mogadishu and then the entire country, he said. The Uganda units began arriving on Aug. 20.Read More

There is unanimous agreement among them regarding its authenticity, and its text being safeguarded from any additions or deletions. The Qur'an is to be understood in consonance with the rules and bases of the Arabic language. They believe in every single letter of it, it being the word of Allah the Exalted. The Qur'an is neither temporal nor newly created, but is eternal. Falsehood does not approach it from before it or behind it. It is the primary source of all the Muslims' tenets of faith, their rites and rules of conduct.
To some of them, the Qur'an's authenticity is doubtful, and if it appears to contradict any of their sectarian beliefs or doctrines, then they give the Qur'anic text strange, far-fetched interpretations that agree with their sectarian views. For that reason they are called Al-Mutawwilah (those who give their own interpretations to the revealed texts). They love to draw attention to the discord that occurred at the time when the Qur'an was first compiled. The views and opinions of their Imams are the primary source of their jurisprudence.

For the Sunnis, it is the second source of revealed law, complementary to the Noble Quran It is not permissible to contradict or reject the rulings and directives contained in those Hadeeths (ahaadeeth) which are reliably attributed to the Prophet (may Allah's blessings and peace be upon him). The methodology applied in determining the authenticity of these traditions utilizes a set of stringent rules agreed upon by the scholars who specialize in this field, and involves detailed analysis of the chain of transmitters of any given tradition. No distinction is made between male and female narrators; judgment is made solely on the basis of individual trustworthiness and technical ability in relating traditions, and every narrator's history is recorded. No tradition is accepted from a known liar, or from one whose morals or scholarly ability were not corroborated, or from anyone, merely on the basis of his family connection or lineage. The compilation of the Prophetic Traditions is taken to be a sacred Trust, the fulfillment of which overrides all other considerations.
The Shi'ites reject all Prophetic Traditions which were not related by members of Ahlul-Bait, or their descendants. The only exception to this rule is their acceptance of a few Hadeeths (ahaadeeth) narrated by those who sided with 'Ali (may Allah be pleased with him) in his political wars. They do not attend to the authenticity and soundness of the chain of narrators, nor do they approach the study of the Prophetic Traditions with a scientific, critical attitude. Their narrations often appear in a form like that of the following example: "It has been reported regarding Muhammad bin Isma'eel by way of some of our friends through a man who transmitted it from him ['Ali] that he said..." Their books are filled with hundreds of thousands of traditions whose authenticity cannot be confirmed. They have built their religion specifically upon these spurious texts while outright rejecting over three quarters of the authentic Prophetic Traditions. This is one of the main differences between the Shi'ites and the Sunnis.

EEPCo modernizes electric cables

This October will see the completion of a 150km underground electric cable installation project in Addis Ababa, the Ethiopian Electric Power Corporation (EEPCo) said.
The project consumed about 80 million dollars and was primarily financed by the Ethiopian government with the World Bank supporting some of the project’s costs. Mesiker Negash, Public Relation Head of Ethiopian Electric Power Corporation told Capital. “The excavation work including the extra work is almost concluded. The project will end on October 2010,” Mesiker said. Read More


58 storey five star hotel Tallest building in Ethiopia

The tallest building in Ethiopia is on its way following a land agreement between Chinese based, Guangdong Chuanhui Group and the Addis Ababa City Administration. The 58 floor, five star, Chuan Hui International Hotel, one of five proposed luxury hotel projects, will take up 50,000 square meters of land and will cost 2.4 billion birr.
“We requested the land in the area from Meskel Square to Bole,” Alem Desta, an official of the company told Capital.
Plans are for construction to begin right away and finish in 18 months, according to officials.
Currently, the government wants to increase the number of deluxe hotels in the town. “The City Administration is facilitating the plot, but we don’t know where the exact location is,” Alem added.
Recently the company official and the town Mayor held talks about the hotel.  Kuma Demekssa, mayor of Addis Ababa, promised Yanlin Liu, president of the Chinese company, they would finalize the land lease process quickly to implement the project. The City Administration has organized a special team to follow the lease process
The Chinese company manages six large hotels in China and wants to implement the project quickly. According to information obtained from the City Land Administration Office, four additional local and international investors have submitted five star hotel proposals to the city administration.Read More

Ethiopia's 2010 election all but wiped out the country's once vibrant political opposition.  This means that Ethiopia faces the prospect of one-party rule for the foreseeable future.

ETHIOPIA: Expanding and improving higher education

Ethiopia is radically expanding its higher education sector: from two federal universities to 22 in just over a decade and another 10 to open soon. Even so, the percentage of the available cohort that attends higher education is still low at about 3%, compared with a Sub-Saharan average in 2007 of 6%, according to Unesco. The huge expansion of student numbers is mainly in new regional universities and a vibrant private system.

The Ethiopian government sees higher education as an important plank in its strategy for social and economic development.

Particular ideas related to the purposes of higher education are valued and prioritised. Some of the purposes are seen as relatively less important (for example furthering the arts and culture) than others (especially employability, democracy and entrepreneurialism). Higher education is also seen as one of the ways of spearheading regional identity and autonomy in a country with over 80 languages and dialects. These values are used to define criteria for judgements in the Ethiopian context.

Ethiopia is one of the world's poorest countries and the expansion of higher education is a considerable investment, both financially and politically and a considerable risk for the government.

At the same time, the development of largely unregulated private higher education and the extension of open and blended learning formats have presented challenges. Partly to show that this expansion has been successful and has not resulted in a lowering of quality, a Higher Education Relevance and Quality Agency (HERQA) was established in law in 2003.

The way that the concept of quality assurance has been introduced and developed has been strongly influenced by various 'travelling salesmen' who drew on their own (northern) university sector experience and conceptual frameworks to advise the sector and government. Read More
