Eritrea/Djibouti: Did Emir Of Qatar Lie About Mediating The Dispute?

Yes, did the Emir of Qatar, H.H. Sheikh Hamad Bin Khalifa Al Thani lie to the world when he, about a year ago this month, announced to have succeeded where the rest of the world have failed: Got Eritrea tyrant Isias Afewarki to sign an agreement to resolve border dispute with Djibouti? Did the Emir fake the agreement? Were the signatures(see image below) just pro forma?
I raise those questions firstly because tyrant Afewarki never owned up to the agreemen in the first place! When asked about it the tyrant responded only by referring to the Emir's announcement! Secondly, Eritrea tyrant has been dismissing and negating the mediation as non-existent to the extent of ridiculing it in interviews after interviews all year long! His latest was in an interview with Egypt's Al Ahram Weekly magazine a couple of days ago:
Al Ahram: What are the results of the Qatari mediation between Djibouti and Eritrea?
Tyrant Isias: There is no Qatari mediation. The emir of Qatar had offered to mediate, but it wasn't necessary because the situation between Djibouti and Eritrea returned to normal. We hope we have put that problem behind us.
There was yet another interview near the close of last year that the tyrant had with a Qatari reporter where the tyrant bluntly dismissed the existence of Qatar mediation to the extent of telling the report to go ask his Emir about it, read.
While that is going on, the Emir has remained silent! Don't they say 'silence is consent'? This plays into the credibility and reputation of the Emir, for which even the UK was grateful in the matter of the recently released 4 Britons detained by tyrant Afewarki.
It is time for the Emir to speak out one way or the other. Absent that, the Emir must be called to task for misleading the international community with a bogus agreement with the purpose of delaying actions under UN Res. 1907 against the tyrant.
As far as the UN Sanction is concerned, the tyrant remains non-compliant with one of the major demands contained therein whose consequence is tightening up the sanction noose, God speed!

Finally, big guy, big money man Emir of Qatar, what do you have to show for your mediation one year after signing the agreement? Your Highness, please rein in the tyrant who is running amok exposing you as a liar. Thanks.
