Uganda - Walking Permits

This guy isn't allowed to walk, to drive or to fly!

RDCs, Deputy RDCs, Senior Police/security Officers are holding marathon meetings in different places of Kampala and surrounding Districts with traders, market vendors, youths, boda bodas asking them not to join demos, processions, riots. The following messages are given to those attending: anybody throwing stone at police/army will be shot. Anybody blocking roads will be shot. During riot/demo when you see police/army walk with both hands in the air or run/walk towards police/army with both hands in the air. If police/army orders you to sit, sit with both hands raised up. If police/army orders you to lie down, lie down with both hands above your head. Anybody running away from police/army will be shot.
