Armed police have cordoned off Saltburn seafront over concerns for the welfare of a woman.
Cleveland Police said they were told at about 11:00 GMT that a woman in Saltburn could have suspicious items on her.
Armed officers, trained negotiators and emergency services attended the scene and are currently speaking to her.
The Army said bomb disposal experts were there, with two crews and a duty officer on standby to help police.
Phil Barnes, an eyewitness who took photos of the armed officers, said a police helicopter was at the scene.
Mr Barnes said: "Police have cleared everyone away so no-one can see what is happening."

Graham Pickering of BBC Tees is at Saltburn and said a stretch along the top of the cliff had been sealed off for a distance of several hundred yards, including the pier, to ensure public safety.
Saltburn Bank has been closed to traffic, which could cause congestion problems for Marske Road and the road between Saltburn and Brotton.
Several people who were at business premises in the area have been moved out.
Police are advising that Saltburn Road will be closed at the end of New Brotton and only residential traffic will be allowed into the town.
From the A174/A1085 roundabout there will be access only to Saltburn, and the road to Hob Hill off the A174 will be closed as will Saltburn Lane off the A174, near Rushpool Hall.
