Somalia: A Crisis of Command

The cause and effect debate
As the dispute between the Federal Government of Somalia (FGS) and the self-declared Jubaland Regional State (JRS) intensified, the national debate reverberated with matching intensity.
Pro-Jubaland politicians and media traced the source of the impasse to the ambitions of an overbearing central government attempting to overrule the outcomes of a legitimate and indigenous political process – whose start preceded the current Federal Government – and painted the President of the Somali Federal Government, Hassan Sheikh Mohamud, as a ‘sectarian’ leader wearing national robes. The constitutional ‘expertise’ of President Faroole of Puntland was sought to corroborate this claim. Faroole did not disappoint. He hastily organized a Press conference and, brandishing a hardcopy of the Federal Constitution, accused the Federal Government of tampering with key articles of the Constitution; found it guilty; and passed a judgment, without waiting for the defendant to respond. This narrative continued: Kenya is not the problem; the problem is domestic.
Anti-Jubaland politicians and media gave a different account. The impasse over Kismaayo is the result of a political battle between a national government trying to reassert its authority and a foreign-sponsored militia seeking a Bantustan state in the southern peripheries of Somalia. The long-standing political desire of a “footloose clan” must not be allowed to derail the reconstitution of the Somali State. The recent Kismaayo problem is a mere continuation of two-decades-old foreign meddling by neighbouring countries. There can be no Somalia State, if regional powers do not stop interfering in its internal affairs. The President and his advisors pushed this narrative. Mohamud M. Ulusow – an otherwise respected political commentator – was called in for lasting shimmer. Ulusow firmly located the problem at the doorsteps of IGAD, and with that, the externalization of Somalia’s ailment was completed.
Sidetracks
The distracting sidetracks also continued in other fronts. The problem was traced to constitutional ambiguity. The Constitution does not say “two or more regional administrations can form a regional state”; it says “two or more regions can form a regional state,” some argued. Others disagreed.
Solutions were tendered through proposals of statutory amendments. The fact that even if the Parliament clarifies how regional states are to be formed, and even if governors are nominated by the Federal Government, these processes will only transfer the conflict from the regions to the stage of the parliament, as long as there are simmering and open clan and sub-clan mistrusts, is missed. The problem of some clans claiming to have been excluded will continue whatever the design of the process, because different sides would want to impose their preferred governors.

Somalia: Sliding Back to “Political Conflict”

Somalia is a country of cultural unanimity with political disunity. While the former attribute is an organic phenomenon, the latter is often the product of faulty leadership. A report at a Joint meeting of the Royal African Society on May 1, 1958 asses the Somalis this way:
The division and the fact that the tribes are divided among themselves and ridden by suspicion of one another the Somalis clearly form a distinct and compact racial group. They speak the same language, they have the same religion and customs and at heart they feel themselves to be one people. 
Just as today, Somalis were internally divided then. The Italian Administrator, signor Anzilotti, told the Legislative Assembly on October 16th 1957 that “if the Somalis were not prepared to co- operate, Italy would tell the United Nations that she was ready to give up the mandate.” The conflict then was between Mogadishu’s vision pertaining to pending post-colonial state and the Digil Mirfle’s propensity for more autonomy.
Today, the AU and the UN are in the same predicament about Somalia’s unending business as they were in 1957 and 1958. In other words, it is always difficult to bring the humpty-dumpty Somali clans and their leaders together, when one side wants to impose its will on the other side.
Despite all the enviable national attributes, Somali leaders never miss an opportunity to overlook them and consistently employ policies of division and confrontation. This time around, President Hassan Sh. Mohamud is astonishingly putting policies of confrontation ahead of accommodation.

Iraq violence 'ready to explode' - UN envoy

The UN's envoy to Iraq has warned that "systemic violence is ready to explode at any moment", as a fresh wave of attacks killed at least 24 people.
Martin Kobler urged Iraq's political leaders to "engage immediately to pull the country out of this mayhem".
There has been a recent upsurge in violence across Iraq amid rising sectarian and political tension.
Several car bombs targeted different areas of the capital, Baghdad, and the northern city of Mosul on Thursday.
Five bombs killed 21 people in Baghdad and wounded dozens, officials said.
In Mosul, three policemen were killed in an early morning suicide attack.
The dramatic escalation in attacks in recent weeks has raised fears of a return to the levels of sectarian violence seen in 2006 and 2007, in which thousands died.
This week alone, more than 60 people were killed in attacks targeting main Shia areas of Baghdad on Monday. A further 25 deaths were reported in bombings in the city on Wednesday.
The UN has said more than 700 people were killed in April - the highest monthly toll in almost five years. That would take the toll from the last two months well over 1,000 victims.

Microsoft 'U-turn' sees Start button back on Windows 8

Microsoft has confirmed a Start button is returning to the desktop mode's taskbar of its Windows 8 operating system.
The lack of the facility - which had been in every previous version since Windows 95 - has been one of the most controversial aspects of the software.
However, it will not offer all the functionality previously associated with the feature.
Instead it will bring users to the recently-introduced "Metro" interface.
"We've improved the way you navigate to Start with the mouse by changing the Start 'tip' to be the familiar Windows logo," the companysaid in a blog post.
"The new tip appears anytime you move the mouse to the bottom left corner of the screen, and is always visible on the taskbar when on the desktop."
On current versions of Windows 8, the start tip would only appear when users hovered their cursor over the lower-left corner of their screen.
In the 8.1 update, the area will be more visible.
A left-click on the tip will bring up a tile-based Start Screen - formerly known as the Metro interface - designed for touch-screen users.
A right-click will display a small menu of other options such as Event Viewer, Device Manager and Disk Management.
Another change will allow users to boot their computers directly into desktop mode, meaning they can avoid ever using the Start Screen if they wish.

Many users had complained that ditching the traditional Start Menu and introducing the Start Screen had made the system less straight-forward to use, meaning businesses which adopted it would need to retrain staff.
'New Coke'
Microsoft had been stung by claims that the expected reintroduction of a Start button would mark a major U-turn.
An article in the Financial Times described the move as one of the "most prominent admissions of failure for a new mass-market consumer product since Coca-Cola's New Coke fiasco nearly 30 years ago" - making reference to the soft drinks company's decision to ditch a new recipe after overwhelming customer dissatisfaction.
Microsoft later issued a statement saying it was "unfortunate" the FT did not represent the "good response to date on Windows 8."
A preview download of Windows 8.1 will be released to the public in June, and a final version before the end of the year. Both will be free of charge to existing users.
'A fudge'
Chris Green, principal technology analyst for the Davies Murphy Group, told the BBC he did not think the change would be enough to silence the critics.
"What they're proposing to do is a bit of a fudge.
"It's the bare minimum to say they've addressed people's complaints while not having to really backtrack on anything."
He said Microsoft faced a challenge in being able to innovative with Windows while also keeping its vast user base comfortable.
"When new operating systems come along, same with major applications, everything moves around. People hate it because they have to re-learn from scratch."
Other changes that will appear to users running the update include:
  • Added customisation options, with more choice over colours and backgrounds on the Start Screen.
  • An improved search function that covers web content as well as apps, files and settings on the PC.
  • A new version of the firm's web browser - Internet Explorer 11 - which Microsoft said would offer improved tools for developers.

Swiss shooting: Two injured in Zurich's Langstrasse

Two Turkish men have been injured in a shooting in central Zurich, according to Swiss police.
A gunman opened fire in a building in the Langstrasse area in the Swiss city at 15:00 local time (13:00 GMT), local media say.
Police say they are searching for a suspect who fled the scene. The motive for the shooting remains unclear.
They cordoned off the surrounding streets, according to the Tribune de Geneve.
The men, both Turkish nationals, are believed to be in stable conditions in hospital.
Police have evacuated four people from the building, according to Swiss media. The Langstrasse, a major route in the centre of the city, has now reopened to traffic.
Marco Cortesi, a spokesman for Zurich police, said: "At around 15:00, we received a phone call that there was a shooting here at Langstrasse.
"We sent our troops here and they've found two injured people, which have been sent to a hospital. The two are Turkish, middle-aged and I can confirm that they are out of mortal danger."
Reporters say the Langstrasse area is mixed - many immigrant communities live there and it is known as an area affected by the sex trade and crime.

A year ago I visited the headquarters of the Danish public broadcaster DR to film a piece about the international success of their dramas Borgen and the Killing.
The two protagonists in those series were strong, feisty females who took no nonsense from anyone.
So it seems a little surreal to be back in Denmark now to talk to the same broadcasting company about their new show, called Blachman, in which a woman - aged 28-85 - is required to stand naked in front of fully-clothed men and to remain silent as those men talk about her body.
"It's not reality TV!" protests the show's inventor and host, Thomas Blachman. "And it's poetry, not porn."
Yet it makes uncomfortable viewing. Blachman, shirt carefully unbuttoned, sits with a fashion designer friend of his and stares at a woman's pubic hair.
"I'm not really keen on shaving and waxing," he comments, before remarking to his co-host that the woman has nice feet.
The woman, paid around 250 euros (£214) for her appearance, just stands there and takes it.
"Oh come on!" says Blachman, when I say I find this deeply unnerving.
"Women talk all the time - this show is about letting men say what they think about women's bodies."
'Sexist rubbish'
Blachman believes that in modern Denmark, where there are strict equal opportunities laws, men have become emasculated by powerful women and silenced under a cloak of political correctness.
"Women's bodies thirst for men's words!" he insists. "We have had so much bad reaction from aggressive feminists and I didn't see it coming... Sure I wanted to provoke a little bit, but it's not sexist."

When I meet Nina - an attractive, bubbly primary school teacher who was one of Blachman's naked studies - she tells me she felt empowered by her appearance on the show.
Although she admits she would have liked to have been able to speak, particularly when Blachman and his guest were discussing her Caesarean scar.
Following the broadcast, Nina has not only had scores of fan mail letters, she has also had five marriage proposals.
But feminists - like Danish comedian Sanne Sondergaard - are outraged.
"In Denmark, sexism is not an issue," she says. "And then this show came along. It's sexist rubbish.
"I'm sorry but even if he says nice things, a man is not entitled to comment on my body, just because I'm a woman!"
'Creating debate'
DR2 has had more complaints about the Blachman show than any other. It has also had a huge number of viewings, particularly on its "watch again" internet site.
Sofia Fromberg, the commissioning editor of the programme, insists she is not chasing ratings with breasts and bottoms.

"Blachman certainly did not have the highest ratings of any of our shows. DR2's objective is to create debate about important issues in society. And it has created a lot of debate!" she says.
Thomas Blachman has been accused in the Danish media of being little more than a "sleazy middle aged man in a strip club". But, for much of the programme he seems ill at ease and a little awkward. His focus tends to be tamely set below the knees rather than on the more predictable breasts and bottoms.
"Nice ankles - I'm an ankles kind of a guy" he says. Before making a single remark about the nude female in front of him, one of his co-hosts takes a good five minutes to explain that he had been happily married for 50 years until his wife died last year - at such times, the silent naked woman in front of them almost seems forgotten and irrelevant.
I Want Your Baby!
But there is no hiding the fact that the more outrageous the show, the more it pulls in viewers.
Last week during a segment on breastfeeding, the host of the Dutch Saturday night show, Langs de Leeuw, suggested he would like to try breast milk.
An audience member offered him some milk she had expressed but host Paul de Leeuw told her he would rather take it from its source and suckled both her breasts on live TV.
A huge social media row followed quickly, although the network did point out that the act had not been sexual.
A few years ago I made a film on another controversial Dutch programme called I Want Your Baby!
A single woman who wanted a child, was allowed to select the father of her baby from a group of eligible men, voting off the weakest links each week. That show caused uproar in the Netherlands and prompted questions in parliament - it never got beyond the pilot.

Last month, reality TV in France was plunged into some deep soul-searching over its future after a contestant died on the tough desert island challenge Koh Lanta and the doctor - who was unable to save him - killed himself.
Poor ratings caused Italy's state broadcaster RAI to scrap all its TV reality shows back in 2007. RAI said it would put the money it saved into Italian-made films and more intellectual programmes.
Now its new female director has called time on sexily dressed showgirls and game-show assistants on screen, claiming she wants to project a more sophisticated image of women on the network - one where women are more than cosmetically perfect airheads.
For any viewer missing the hitherto ubiquitous bimbo though, she does remain intact on scores of programmes broadcast on the private channels owned by the former Italian Prime Minister Silvio Berlusconi.
Back in Denmark, Blachman points out that he never judged or criticised the naked woman's body.
"It's a show, which actually is a tribute to women," he says.
Unfortunately for him, his "tribute" has not been re-commissioned.

Africa's Leadership: A Critique


After 50 years of OAU and Independence, and 13 years into the 21st  Century, what is the future of African Leadership? Leadership remains a challenge in Africa. Alvin Toffler once remarked:“The illiterate of the 21st century will not be those who cannot read and write, but those who cannot learn, unlearn, and relearn.”
We've had two cases upon which to judge African leaders. The first case is about fighting colonialism and gaining independence for which most African countries attained and have enjoyed in the last fifty years. The second case is for African natives themselves who over time rose against leaders citing dictatorship, corruption, anarchy, abuse or disregard of the rule of law to say the least. They presented themselves as profound liberators and endeared themselves to their countrymen. Paradoxically, this new breed of ‘liberators’ have proved worse than their predecessors in many aspects. Ultimately, history is repeating itself as confirmed by Alvin Toffler's worry – we've a breed of political illiterates of the 21st Century.
The brutal Rwandan Genocide in 1994 and the 2007-08 post-election violence and heinous murders in Kenya all point to the failure of our leaders and the citizen’s' level of dissatisfaction with their leaders. The recent twist of occurrences in Tunisia, Libya, Egypt and Algeria among other African countries leaves many speculating which country will follow suit. There are wide fears that Uganda could implode, looking at how the recent Gen. Sejusa a.k.a Tinyefuza dossier case has been handled.
Africa's history over the last fifty years has been blighted largely by two areas of weakness:
•Capacity – ability to design and deliver relevant and practicable policies; and
•Accountability – how well a State answers to its people and implements set policies.
In his famous 1973 book “How Europe underdeveloped Africa,” the Guyanese historian, Walter Rodney seems to attribute Africa’s woes to colonialism. After analyzing the social, political and cultural dynamics of Pre-colonial Africa, Rodney laments the impact of European colonization on the Continent: “it was precisely in those years that in other parts of the world the rate of change was greater than ever before… Certainly in relative terms, Africa’s Position vis-a-vis its colonizers became more disadvantageous in the political, economic and military spheres.”
Kenyan  historian and political scientist, Ali Mazrui, holds a similar argument in his 1980 book: “The African condition: A Political Diagnosis” where he attributes Africa’s miserable condition partly to “the nature of the economic change which Western colonialism  fostered in Africa but also quickly recognizes that African leaders need to change their dependency mindset in order to overcome the situation!
It's useless crying over spilt milk. We must not continue to blame our failures on Colonialism! What has been so difficult to correct in fifty years?
The 21st century leadership is complex if  its key dynamics are ignored but simple if its rules are explored and rightly followed. For instance, in the past, some people (such as monarchs, chiefs and tyrants) became leaders by virtue of birth and invasion. These were seen as fountains of wisdom and custodians of power and might. They were often the most learned and were believed to have divine connection, fierce military power and wealth! Their subjects revered them because they feared persecution, social excommunication and to win their favor. Today, however, things have changed. Some ordinary citizens have more or equally the same education and wealth as their leaders. In fact, some even sponsor their candidates’ political campaigns.
Peter Drucker once observed: “We spend a lot of time teaching leaders what to do. We don’t spend enough time teaching leaders what to stop. Half the leaders I have met don’t need to learn what to do. They need to learn what to stop.” Leaders should stop behaving like their bad predecessors. But nonetheless, emulate the noble character and works of great leaders like Nelson Mandela, Mahatma Ghandi, Pope John Paul II, Martin Luther King Jr., etc. They should do more civic mobilization and support literacy programs. An elite society is easier led than an illiterate one! Leadership is a service for the common good and not personal gain. Whoever defaults should know that history is a judge with boundless jurisdiction and without chambers. History pronounces its harsh judgment when the time is ripe!
Africa leadership lacks fundamental principles and conviction. It is a form of human concoctions and accidental ascension to power or misplaced appointment. Undoubtedly, such leadership is characterized by countless errors of self – perpetuation, clinging to power, impunity, violation of human rights, lack of moral consciousness, self-centeredness and scarcity mentality syndrome leading to stealing of national resources, intimidation and blackmail, suppression of freedom of expression, big and less effective cabinet, political appointment  with no authority to execute due line duties! These nurture feelings of resentment, internal bickering, demonstrations and caucuses of disgruntled citizens.
Failure to learn, unlearn and re-learn plus ignoring the admonitions of their wise predecessors is the greatest killer cancer to African leadership of the 21st Century. Like Mahatma Gandhi once remarked: "That which shall kill us: Politics without principle; pleasure without conscience; wealth without work; knowledge without character; business without morality; and worship without sacrifice." And this is already happening. Where it hasn't reached, watch the space!

Somali government officials misread IGAD's recommendation over the Jubaland conflict.

Since Somali government opposed the result of the process in which Jubaland people elected the president and vice-president on May 15, 2013, Somali people interested peaceful solution of the impasse were waiting the recommendation by the IGAD technical committees who met both the government representatives in Mogadishu and Jubaland official and the opposition group in Kismayo. 

Immediately after IGAD committees presented their finding and recommendation in Adis Ababa meeting, Somali Federal Government spokesman, Eng. Abdirahman Omar Osman reported in press conference his own interpretation of the recommendation by IGAD committees.
Instead of presenting the facts on the recommendation statement, he restated the Somali Government’s position that the election of the president of Jubaland was not constitutional, inclusive and government officials did not participate and take its leadership role of forming regional administration as indicated in the provisional constitution.
As result, he added that IGAD foreign ministers agreed that IGAD would support Somali government to facilitate another reconciliation meeting in Mogadishu in which all Jubaland stakeholders were urged to participate in, implying that reconciliation process in which Jubaland people approved their constitution, elected their president and now in process of electing member of the parliament is void.

Immediately after, press conference held by both minister of the foreign affair, Fowsiya Yusuf Haji in Adis Ababa and the Prime Minister Abdi Farah in Mogadishu repeated the same statement above that IGAD would support Somali government to take leadership role in formation of the regional administration based on provisional constitution. Prime minister added that the process in which they are calling on all Jubaland stakeholders to participate in Mogadishu conference will be constitutional, inclusive and government led the process.Continued
