Ugandan President Sends High Level Delegation to Libya on AU Mission

Ugandan President Yoweri Museveni on Saturday sent high level delegation to Libya on an African Union (AU) mission to help end the crisis in the North African country, a senior Foreign Ministry official said in Kampala.
Ambassador James Mugume, the permanent secretary of the ministry, told Xinhua by telephone that Museveni delegated Sam Kutesa and Amama Mbabazi, Uganda's foreign affairs and security ministers respectively to meet the other four heads of state on an AU- appointed panel before heading to Tripoli, Libya.
He said the meeting is aimed at drawing agreed program, work plans and proposals following the United Nations Security Council (UNSC) resolution 1973 in favour of a no-fly zone and air strikes against Libya.
On Thursday, the UN Security Council at its emergency meeting agreed to impose a no-fly zone over Libya and authorize "all necessary measures" to protect civilians in the Northern African country.
"The president (Museveni) will join in the subsequent meeting. He has talked to his colleagues (Presidents) in the AU panel," he said.
The AU last week set up an ad hoc committee to engage with all parties in Libya, facilitate an inclusive dialogue and engage AU partners for the speedy resolution of the crisis.
The members on the AU committee include South African President Jacob Zuma, Ugandan President Yoweri Museveni, President Denis Sassou Nguesso of the Republic of Congo, President Amadou Toumani Toure of Mali, and Mauritanian President Mohamed Ould Abdel Aziz.
Mugume told Xinhua that the AU panel will meet with Libyan leader Col. Muammar Gaddafi and government officials in Tripoli and the opposition national transitional council in the Egyptian capital, Cairo.
The Libyan government announced on Friday that it had halted all military operations and would honor its cease-fire declaration.
